If the local council wants to increase my recycling by 30%, they could start collecting garden waste.

Bristol does that too, I'm glad to say.

What gets to me is the way they think the point is to increase recycling, rather than to cut waste. It's only a wee bit more sophisticated than holding up an umbrella in order to encourage rain.
