It wasn't anything like that high a percentage - maybe 40%? And it was much likely to come from people who deal with foreigners on a regular basis, such as shopkeepers and stallholders in tourist areas, than from random people. Although all Japanese learn English at school, not many achieve a high proficiency, for reasons that remain somewhat mysterious.
