Perhaps so - I dare say one might insert a ghostly "t'" to make it "on t'round", even. But you'd think it would take some effort to miss the retroflex "r" in "on top of the worrrrrrrrrrrrrld"! And "boy" as a form of address (not "lad"!) is very West Country.
