Unthinking CAP

Unlike some of the other advertisments from the same source that I've linked to before, this one is neither racist nor sexist. In fact it's rather stylish. It's the complete absence of information that bothers me:

So, what did we learn about the CAP or how it works? What is the content of the "What if..." with which it begins? What is being proposed, other than to let the CAP take care of it?
