Answers elsewhere indicate that "low fantasy" is a coinage of The Fantastic Imagination (anth 1977) eds. Robert H. Boyer and Kenneth J. Zahorski. "High fantasy" has a longer lineage - but the terms don't complement each other very well, not are they very useful as descriptions of fantasy, alas.
