Yes, I remember Jack Straw's disingenuous "tidying-up" phrase. All very well as long as democracy isn't one of things that gets tidied.
If they want to do some real streamlining, perhaps they might stop moving the European Parliament between Brussels and Strasbourg every few weeks - something that costs 20,268 tonnes of additional carbon dioxide (to say nothing of 200,000,000 euro) every year, and has no purpose but the propitiation of egos.
