There are quite a few reasons behind it but no one can pinpoint a single one as the one true origin. A lot of people say it began with America's hippie movement, since around the same time, Japan was beginning to go through it's own hippie revolution and began to copy it. Others say it's the V for Victory from the war. Others say it was because of a Japanese athlete who was constantly tossing it around.
I was told that in Taiwan and Korea, they don't even see it as V but as Y for "Yeah!" which makes a bit of sense as well.
