I just heard David Cameron say that under the Tories the NHS would be able to spend more on drugs, because of the money it would save through not having to pay the extra 1p on National Insurance. But doesn't that NI money go to the treasury to fund things like, er, drugs for the NHS? Am I missing something, or is this argument entirely arse about face?

However, if I'm wrong and reducing tax revenue really is the most sensible way to justify an increase in public spending, let's go for it! Income tax next, please.
