This picture is on the wall of my local cafe at the moment. I don't know its official title, but I like to think of it as a symbol of the complex lineage of British children's fantasy.

Looks like a Boxen character to me. Though Viscount Puddiphat is supposed to be something of a dandy, so I don't think he's likely to show up in wellies. Perhaps they're meant to be red leather?
